Proposed Veterans' Mental Health Care Act
Section 1: Purpose
The purpose of this Act is to provide free mental health care to all veterans who have served in the military.
Section 2: Definitions
(a) "Veteran" means any person who has served in the active military, naval, or air service and who was discharged or released under conditions other than dishonorable.
(b) "Mental health care" means any medical or counseling service that is intended to diagnose, treat, or prevent mental illness or emotional disorder.
Section 3: Provision of Mental Health Care
(a) The Department of Veterans Affairs shall provide free mental health care to all veterans who have served in the military.
(b) The mental health care provided under this Act shall include, but not be limited to, counseling, psychotherapy, medication management, and other forms of treatment as deemed appropriate by the treating mental health professional.
(c) The Department of Veterans Affairs shall establish a comprehensive mental health care program to provide the services required under this Act.
(d) The Department of Veterans Affairs shall ensure that all veterans who seek mental health care are provided with timely and appropriate services.
Section 4: Funding
(a) The Department of Veterans Affairs shall receive additional funding to provide the services required under this Act.
(b) The funding required to implement this Act shall be appropriated by Congress from the General Fund of the Treasury.
Section 5: Reporting
(a) The Department of Veterans Affairs shall provide an annual report to Congress on the implementation of this Act.
(b) The report shall include information on the number of veterans who have received mental health care services, the types of services provided, and any challenges encountered in implementing this Act.
Section 6: Effective Date
This Act shall take effect on the first day of the fiscal year following its enactment into law.
